00 Foreword


This manual provides the basic instructions for operating and maintaining the Marine Park Reclamation Facility (MPWRF). Specific detailed, functional, and physical descriptions are given for each system in the plant. The manual is not intended to be the sole source of information for plant O&M. The construction contract documents, manufacturer's literature, and technical references provide important and necessary information that is required for proper plant operations.

For maximum utility, a master copy of this manual and the corresponding manual on computer should be continually updated by the wastewater treatment plant operations supervisor. New information should be transferred to other copies of the manual semi-annually.

Each major process is discussed in its own section. Each section is divided into the following subsections:

The overview provides a basic description of the process and the major pieces of equipment within the process.

The design criteria provides the design loadings, capacities, and manufacturer of each piece of equipment in the process.

Computer control strategies describes operator interaction with the programmable logic controller (PLC) and the supervisory control system (SCS), each control loop, and how and where alarm and equipment status is transmitted.

Operating strategies provides the general operating strategy, normal operating conditions, alternate operating conditions, startup/shutdown operating conditions, key control data, 4 level alarm table, contingency plans, and standard operating procedures.

Trouble shooting provides a table with indicators and observations, probable causes and solutions to aid the operator in finding solutions to problems.

Safety provides specific safety considerations. In addition, a general safety section providing more general safety considerations is provided.

Records/sampling provides information on record keeping and sampling requirements.

Figures provides drawings and photographs to support the text.
